Cllr Murray Backs Budget While Challenging “Overfunded” Narrative Around Lyppard Hub
Cllr Sarah Murray has supported Worcester City Council’s 2026/27 budget after securing continued funding for community centres — including Lyppard Hub — but used her speech at Full Council to challenge suggestions that the independent centre is “overfunded.”
Speaking in the chamber, Cllr Murray made clear that protecting community centre funding had been a red line for her.
“Lyppard Hub is not just a building — it is a lifeline,” she said. “Protecting this funding was essential.”
However, she addressed comments made in previous committee discussions suggesting Lyppard receives disproportionately high support.
Cllr Murray told Council:
“That characterisation does not reflect the reality. Lyppard’s City Council grant has remained broadly flat for well over a decade, despite dramatic rises in staffing and operating costs.”
The centre operates independently of the Council, opening 72 hours per week and welcoming an estimated 1,400 to 1,600 visits weekly. It provides youth clubs, dementia support, bereavement cafés, toddler groups, warm spaces and a wide range of preventative community services.
Cllr Murray emphasised that the £19,000 City grant supports a broad ecosystem of services rather than a single activity.
“Simple headline comparisons risk missing the fundamental differences in delivery models, opening hours, reach and cost avoidance to the Council.”
She also highlighted that residents of Warndon Villages contribute through their Parish precept, helping sustain a centre used by people from right across Worcester.
Cllr Murray concluded:
“All of our community centres are vital assets. Fairness must be based on outcomes, usage and value — not assumptions. As we move towards Local Government Reorganisation, we must leave behind a clear message that community centres are not optional extras, but essential preventative infrastructure.”
Cllr Murray serves as an unpaid trustee of Lyppard Hub and declared this interest during Council discussions.
